Issue/Request:

Approval of an ordinance authorizing the execution of Modification No. 1 to agreement dated July 3, 2018 (RFQ No. 73-3221) for professional engineering services for the Chipman Road Improvements from View High Drive to Bent Tree Drive with Wilson & Company, Inc., for an increase of $10,500.00 with an amended not to exceed amount of $391,340.00, and authorizing the City Manager to enter into an agreement for the same. 

 

Key Issues:

                     The City and Wilson & Company, Inc. entered into an agreement dated July 3, 2018 (RFQ No. 73-3221) for professional engineering services.  

                     The City desires to modify the base agreement with Wilson & Company, Inc. to provide additional scope of engineering services during design.

                     Wilson & Company, Inc. has submitted a proposal for the amended engineering services and an estimate of the engineering costs to perform these services. 

 

Proposed City Council Motion:

I move for adoption of an ordinance authorizing the execution of Modification No. 1 to agreement dated July 3, 2018 (RFQ No. 73-3221) for professional engineering services for the Chipman Road Improvements from View High Drive to Bent Tree Drive with Wilson & Company, Inc., for an increase of $10,500.00 with an amended not to exceed amount of $391,340.00, and authorizing the City Manager to enter into an agreement for the same. 

 

Background:

An agreement between the City and Wilson & Company, Inc. was executed on July 3, 2018 for professional engineering design services for the restart of the Chipman Road Improvements project from View High Drive to Bent Tree Drive.  Since the restart, the City has been contacted by the Edgewood HOA representative and several Edgewood residents regarding the extension of NW Ashurst Drive as an alternative for access to their neighborhood during construction.  This would provide access to View High Drive instead of the originally designed temporary shoo-fly that connects to Chipman Road in the 2012 plans. 

 

The City originally considered the extension of NW Ashurst Drive as the best access option for the Edgewood neighborhood during preliminary design in 2010-12.  At the time, the Edgewood neighborhood voiced a strong desire during public meetings to retain the “one way in, one way out” aspect of their neighborhood.  Therefore, Wilson & Co. designed the Temporary Shoo-Fly which connects to Chipman Road.

 

Building the NW Ashurst Drive extension would benefit the Chipman Road project.  The currently proposed shoo-fly requires significant earthwork and cost to install, and then it would be removed after construction.  The NW Ashurst Drive extension save the cost of building and removing the temporary shoo-fly entrance, and it would allow two construction phases on the project to be consolidated into one phase.  Reducing phases will decrease the time to re-construct Chipman Road, and fewer phases would reduce the overall cost of a project due to increase productivity and efficiency during construction.

 

Between 2012 and 2018, extending NW Ashurst Drive became eminent due to recent development along View High Drive between 3rd Street and Chipman Road.  The new development, coupled with re-starting design on Chipman Road in 2018, caused several residents to contact the City requesting NW Ashurst Drive be extended.  This desire to extend NW Ashurst Drive was confirmed at the Open House meeting held in October.  The willingness expressed by residents indicated the City could take advantage of the construction cost savings created by the extension.        

 

The City has proposed to the current property owner building the NW Ashurst Drive connection to View High in the foot print shown on their future development plans.  As currently proposed and agreed upon, the road would be installed to the City’s Residential Local/Access standards. 

 

Replacing the temporary shoo-Fly with the extension of NW Ashurst Drive will require several modifications to the plans which were not included in the City’s agreement with Wilson & Co.  dated July 3, 2018.  Wilson & Co. must eliminate the existing Shoo-Fly sheets, add plan and profile sheets of NW Ashurst Drive, add cross section sheets of NW Ashurst Drive, develop a design for the enclosed storm sewer system and include plan and profiles with the roadway plans, revise the construction phasing sheets, and prepare easement and right-of-way dedication documents for NW Ashurst Drive.

 

Impact/Analysis:

This agreement will allow Wilson & Co. to modify the design plans replacing the Temporary Shoo-Fly with the extension of NW Ashurst Drive which will save the City construction time and money.  The extension will also, reduce the drive times for Edgewood residents accessing I-470.
