Conceptual Economic Development Incentive Request Presentation - Cityscape Residential - Redevelopment of 114 SE Douglas Street (Summit Church)

Key Issues:
Cityscape Residential will be presenting a revised conceptual economic development incentive request regarding the proposed redevelopment of the downtown Summit Church (Lee's Summit United Methodist Church) located at 114 SE Douglas Street. Cityscape is bringing the proposed project and incentive request back to the Mayor and Council for an additional presentation as the proposed scope of the project and the request for incentives has been revised. The significant revisions for the proposed redevelopment include repurposing the 1922 church sanctuary building and revising the incentive request for the project to pursue the utilization of TIF and Chapter 100 sales tax exemption on construction materials (see background information for additional details).

The developer and staff will be seeking Mayor and City Council feedback/direction on the proposed incentive request(s) prior to committing additional resources necessary to formally prepare and present the incentive request(s) and development plan(s) for Mayor and City Council consideration in accordance with the City's adopted Economic Development Incentive Policy.

Proposed City Council Motion:
Motion if in favor of pursuing proposed request: I move to direct the developer and staff to continue to prepare the Tax Increment Financing and Chapter 100 incentive requests for the proposed redevelopment project at 114 SE Douglas Street.
