Body

Issue/Request:

Award of Bid No. 463-35274C to B. Dean Construction in the amount of $5,517,612.49.

Key Issues:

In November of 2016, voters approved the issuance of general obligation bonds for a number of public safety initiatives, including the replacement of Fire Station #3. The City has agreed too a list of terms with Premier Life to acquire land for the project, which includes a number of infrastructure and cursory development services for the area around the location of new Fire Station 3.

Proposed City Council Motion:

I move for adoption of An Ordinance authorizing award of Bid No. 463-35274C for the construction of Fire Station #3 to B. Dean Construction, LLC in the amount of $5,517,612.49 and authorizing the City Manager to enter into an Agreement for the same by and on behalf of the City.

Background:

Several items were included on the no-tax increase general obligation bond initiative of 2016.  Two of these are the replacement of Fire Station 3, and the upgrade of other equipment.  The equipment portion has been completed below budgeted estimates.  Funding was allotted as follows:

Funding:

$5,000,000                      Bond Funding Estimated for Fire Station #3 Replacement

$1,000,000                     Bond Funding Estimated for Fire Department Equipment (AirPacks & Exhaust Systems)

$281,573                     Bond Premium (Favorable Issuance Rate)

$76,000                     2002 Fire Department Bond Funding Remainder
$6,358,229

Expenses:                     (*expended)

$333,000                     Architectural Services* (Station Design)
$144,262
                     Exhaust Filtration System Installation*
$799,981
                     AirPack System Replacement*
$5,517,612
Bid for Station and Infrastructure Construction
$100,000                     Contingency for Station and Infrastructure Construction
$6,894,855

As Council will recall from prior closed session discussion, it was anticipated that construction cost would come in higher than the budgeted estimates from two years ago due to cost increases in materials and labor and growth in construction demand.  The project architects and staff did work to make adjustments to the project to scope and create savings were possible without endangering the Council direction and community promise to build a station that meets longer term department needs and supports community growth. Considering the attached bid and project expenditures to date there may be a need for an addition $500K to $600K in funding to complete constructuion.  As this is a one-time, capital cost,  staff proposes that this funding be allocated from General Fund reserves in a future budget amendment.
