Issue/Request:

An Ordinance approving the award of Bid No. 415 for the NW Commerce Drive Improvements Project to Lexeco, Inc. in the amount of $820,378.70.

 

 

Key Issues:

 

                     The project was first approved by Council as part of the FY2017 Capital Improvement Plan

                     The project will be funded using savings from the 2007 CIP Sales Tax Renewal fund.

                     The purpose of the project is to improve traffic operations, promote the City’s livable streets policies, and promote economic development

Proposed City Council Motion:

I move for adoption of an Ordinance approving the award of Bid No. 415 for the NW Commerce Drive Improvements Project to Lexeco, Inc. in the amount of $820,378.70.

 

 

Background:

The project was identified as a need in the 2006 and 2016 Thoroughfare Master Plans as a commercial collector connection gap.  In February 2016 City Council recommended the construction of Commerce Drive using the savings from the 2007 CIP Sales Tax Renewal fund and the Sewer Tap Fund.  That recommendation was formally adopted by Council as part of the FY2017 Capital Improvement Plan, and the project was continued in the following years.     

The project will construct approximately 800 feet of Commerce Drive from Main Street two lane roadway along a new alignment that includes curb and gutter, sidewalks, enclosed stormwater systems and new sanitary sewer main installation.  The project will build a dead end cul-de-sac near the intersection of Main Street and Tudor Road, and extend Commerce Drive to intersect Tudor Road in line with NW Sloan Street.  This realignment will eliminate poor sight distance where Main Street currently crosses Tudor Road near the east end of the bridge over the railroad tracks. 

 

The project will also include water main relocation and sanitary sewer extension.  These two utility improvements, coupled with the road, will improve access to land that is zoned for commercial/industrial use, and improve access to land currently owned by the City.  Underground utility work can be performed during winter months, so construction is set to begin late 2018 and will be completed during the 2019 construction season.

 

Impact/Analysis:

Lexeco, Inc. submitted the lowest bid of $820,378.70.  City staff reviewed the qualifications and experience of Lexeco, and based on that review, they were considered the lowest and best bid for this project.  That bid is under the estimated construction estimate and budget of $962,480.

Other Information/Unique Characteristics:

Project No. 415 was publicly advertised on August 6, 2018.  The invitation to bid was advertised using the City’s web site and QuestCDN to notify potential contractors.  19 potential bidders and plan holders downloaded plans.  Bidding closed at 2:00 p.m. local time on August 31st, 2018.  Seven responsive bids were received, opened publicly and read aloud in City Hall in the Howard A Conference Room.
