Key Issues:
Approval of the proposed Resolution will appoint the City’s second member to the Board of Directors of the I-470 Western Gateway Transportation Development District (TDD) for the Paragon Star project.
Proposed City Council Motion:
I move for adoption of a Resolution approving the appointment of a director to the board of directors of the I-470 Western Gateway Transportation Development District.
Background:
The I-470 Western Gateway TDD is in the process of being formed pursuant to the direction of the City Council which was provided through the adoption of Resolution 18-01 on January 18, 2018. The Circuit Court of Jackson County issued an order approving formation of the District, and the election among the property owners will be concluded on August 28, 2018. The TDD Board is scheduled to hold its first meeting during the first week of September 2018.
Pursuant to Section 238.220.3(1) of the TDD Act, the Board of Directors of the District consists of the presiding officer of each local transportation authority within the District (which will be the Mayor for the City) and one person designated by the governing body of each local transportation authority within the District.
The City is a local transportation authority as defined by the TDD Act and therefore needs to appoint one additional person to the TDD Board. Conrad Lamb, Finance Director, was previously the person appointed for this type of position, and staff now recommends that Bette Wordelman be appointed to this position as the Deputy Finance Director.
