Issue/Request:
An ordinance approving the award of Bid No. 19631583 for the Winterset Woods & Sterling Hills Trunk Sewer Main project to Beemer Construction Company, Inc. in the amount of $1,174,488.00.
Key Issues:
• The project involves the replacement of approximately 3,300 feet of sanitary sewer trunk line, 13 precast manholes of various sizes and depths, and all associated appurtenances in the Cedar Creek Watershed.
• The project was designed by Burns & McDonnell Engineering Company, Inc.
• The project is funded by the Sewer Tap Fund and the Sewer Construction Fund.
• On July 2, 2018, City staff advertised the Invitation to Bid on the City’s website. Bidding closed at 3:00 p.m. on July 25, 2018. All bids duly received were opened publicly and read aloud in City Hall in the Howard A Conference Room.
• Beemer Construction Company, Inc. was the low bidder, and meets all of the City’s qualifications for award of the project.

FIRST MOTION: I move for a second reading of an ordinance approving the award of Bid No. 19631583 for the Winterset Woods & Sterling Hills Trunk Sewer Main project to Beemer Construction Company, Inc. in the amount of $1,174,488.00.
SECOND MOTION: I move for adoption of an ordinance approving the award of Bid No. 19631583 for the Winterset Woods & Sterling Hills Trunk Sewer Main project to Beemer Construction Company, Inc. in the amount of $1,174,488.00.
Background:
The project involves the replacement of approximately 3,300 feet of sanitary sewer trunk line in the Cedar Creek Watershed including stream restoration. The existing sanitary sewer lines do not have the capacity to convey the predicted wet-weather flows nor meet the future needs of development in the Cedar Creek sub-basins CC-03 and CC-04. The condition of the pipe is a concern and several manholes are presently located in the stream bed. In the past two years, there has been one documented overflow and one repair made to a broken pipe along this trunk line.
The total project budget is $1,600,000 funded from the Sewer Tap Fund ($565,000) and the Sewer Construction Fund ($1,035,000). Beemer Construction Company’s bid is less than Burns & McDonnell’s Engineering Estimate of $1,421,000. Based on reviews performed by Burns & McDonnell and City staff, it is our recommendation to award the construction contract for the Winterset Woods & Sterling Hills Trunk Sewer Main project to Beemer Construction Company, Inc.
