An ordinance approving the award of Bid No. 18532272-C for the Ward Road Improvements (County Line Road to Gore Road) to Emery Sapp & Sons, Inc. and authorizing the City Manager to enter into an agreement for the same in the amount of $3,979,743.10.

 

Key Issues:

This project was part of the 10-year CIP sales tax renewal approved by voters in 2007

This project will complete storm infrastructure, street lighting, and pedestrian connectivity on Ward Road from County Line Road to Gore Road and enhance the pavement condition along the limits of the route.

This project will coordinate improvements and continued maintenance to infrastructure outside the City Limits of Lee's Summit in agreement with Cass County.

FIRST MOTION:  I move for a second reading of an ordinance approving the award of Bid No. 18532272-C for the Ward Road Improvements (County Line Road to Gore Road) to Emery Sapp & Sons, Inc. in the amount of $3,979,743.10.

SECOND MOTION:  I move for adoption of an ordinance approving the award of Bid No. 18532272-C for the Ward Road Improvements (County Line Road to Gore Road) to Emery Sapp & Sons, Inc. and authorizing the City Manager to enter into an agreement for the same in the amount of $3,979,743.10.

 Background:

Improvements to Ward Road were approved by voters as part of the 2007 Capital Sales Tax Renewal. Professional Engineering Services were provided by Affinis Corp. to design the project  (Ordinance No. 7807). The project is primarily a complete streets and safety improvement project that includes sidewalks, shared-use path, street lighting, added pavement to include turn lanes, signing, pavement markings, curb, and enclosed storm drains. Additional sidewalk improvements were added to the project, after disucssion with representatives of the  Raintree Lake area, along County Line Road from Ward Road to Raintree Drive. Also included with the project is the relocation and upgrade of the Cass County Public Water Supply District #3 water line. The PWSD#3 waterline is partly within right of way but mostly within private easement. An agreement is being entered into with PWSD#3 to relocate the water line as part of the project.

 

The original project scope extended from County Line Road south to Fenwick Road because it was the last cross street entirely within the corporate limits of Lee’s Summit.  The project was later directed to be extended south to Raintree Parkway, which requires building the south portion of the road outside the City Limits in an unincorporated area of Cass County. The improvements outside the City's jurisdiction will be along Ward Road from approximately 1,150 feet south of Fenwick Drive to Raintree Parkway and then transition to match the existing road at 163rd Street and Gore Road.  The work is fully funded through the Lee's Summit Capital Sales Tax Renewal, except for a portion of the relocated PWSD#3 waterline.

 

The City and Cass County modified an Interlocal Governmental Agreement to coordinate maintenance and capital improvements of the shared road located outside of the City Limits of Lee's Summit which included maintenance of the new road, and consistent with the previous agreement includes snow removal, pothole patching, and storm drainage maintenance.  Cass County approved the agreement on the condition that the proposed sidewalk along the west limits of the project not be built within the unincorporated Cass County area and the agreement was approved by Cass County on May 11, 2017 and obtained final approval from City Council on July 13, 2017 (Ordinance No. 8192).

 

 

Impact/Analysis:

Public Works Engineering issued Bid No. 18532272-C for the Ward Road Improvement project on July 18, 2016. The bid was advertised and potential bidders were notified through WWW.QuestCDN.COM. A pre-bid conference was held on July 27, 2018. Six (6) responsive bids were received by the August 7, 2018 bid opening date and bids were 3.5% to 21.4% under the Engineer's Estimate. The bid tabulation with the Engineer's Estimate is attached.
