An Ordinance amending section 2-60.22-Rule 2.2 Public Comments of the Code of Ordinances of the City of Lee's Summit, Missouri to provide for a time limit for members of the public wishing to address the City Council of the City of Lee's Summit, Missouri and further providing for the manner to request to speak.

The City Council Rules Committee first discussed modifications of Sec. 2-60.22-Rule 2.2-Public Comments were held at the December 5, 2017 meeting and no action was taken. The issue was later re-assigned to the Rules Committee by the Mayor Pro Tem. The Committee discussed the item at both the July and August meetings. At the July meeting of the Rules Committee, members directed staff to prepare an ordinance providing that public comment should be limited to three minutes and that persons wishing to address the Council should complete a Request to Comment Card including the individual's name, physical address, general topic and whether the speaker is speaking on behalf of a group in attendance at the meeting.
The Committee recommended approval of this ordinance to the Council by a vote of 4-0.

FIRST MOTION: I move for a second reading of An Ordinance amending section 2-60.22-Rule 2.2 Public Comments of the Code of Ordinances of the City of Lee's Summit, Missouri to provide for a time limit for members of the public wishing to address the City Council of the City of Lee's Summit, Missouri and further providing for the manner to request to speak.
SECOND MOTION: I move for adoption of An Ordinance amending section 2-60.22-Rule 2.2 Public Comments of the Code of Ordinances of the City of Lee's Summit, Missouri to provide for a time limit for members of the public wishing to address the City Council of the City of Lee's Summit, Missouri and further providing for the manner to request to speak.
