An Ordinance authorizing the execution of two intergovernmental agreements between the City of Lee's Summit, Missouri and the Missouri Department of Social Services including it's HealthNet Division to permit the city to participate in the Ground Emergency Medical Transportation Uncompensated Cost Reimbursement Program. Issue/Request:
Adoption of an Ordinance allowing the City to participate in the Ground Emergency Medical Transport (GEMT) program

Key Issues:
The GEMT program is sponosored by the State of Missouri, Department of Social Services, MO Healthnet Division (MHD). It is a fee for service program that is voluntary for governmental entities. If an entity participates, it can seek cost settlement by receiving federal funds to bring payment per transport up to cost. Simply, it allows the city to recover more costs for mileage in transport of federally insured patients in the Medicare/Medicaid programs.

The fee for this service is based upon the amount of federal funds collected. MHD would be due 20% of all adjusted cost reimbursements. The funds would be received to the City as revenues and the fee expensed from the City's General Fund. If the City participates, a budget amendment will be necessary to pay the program fee.

A series of agreements are necessary each year and the Ordinance will authorize the Mayor to sign the original agreement and allow the City Manager to enter into agreements with the MHD on behalf of the City.
