Title

Body

An ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and HDR Engineering Inc., in an amount not to exceed $151,330 for engineering services related to sanitary sewer modeling, hydraulic capacity and design services (RFQ NO. 2018-064).

 

Key Issues:

                     The sanitary sewer interceptor to be studied and then improved crosses under US Highway 50 near Executive Way serves the Western portions of Downtown Lee’s Summit and Connects to the recently improved Cedar Creek Interceptor. 

                     This interceptor is currently the most prone to sanitary sewer overflows during wet weather events of any the lines in our system. 

                     The downtown is area is poised for higher density development which the current systems are not designed to carry.

                     The neighborhoods which feed into this interceptor have shown high inflow and infiltration in recent flow monitoring and are being targeted for public and private improvements.

                     This interceptor has been in service since 1970 and is due for review and repair.

                     This study will perform: a hydraulic analysis of this interceptor to identify bottlenecks, a condition analysis of this interceptor, a review of potential new flows from the densification of downtown and recommend improvements to the line to meet issues identified in the study.

                     This study will be the backbone of the future design and construction phases of this project.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and HDR Engineering Inc., in an amount not to exceed $151,330 for engineering services related to sanitary sewer modeling, hydraulic capacity and design services (RFQ NO. 2018-064).

 

SECOND MOTION: I move for adoption of an ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and HDR Engineering Inc., in an amount not to exceed $151,330 for engineering services related to sanitary sewer modeling, hydraulic capacity and design services (RFQ NO. 2018-064).

 

 

 

Background:

Downtown Lee’s Summit sits at the crest of three drainage basins, two of which drain to the Cedar Creek Interceptor Sewer which was recently upgraded.  In design of the Cedar Creek Interceptor upgrade it was determined that the line should be sized to carry flows which would require inflow and infiltration (I&I) reduction from both the public and private infrastructure in the upstream basins.  To accomplish this Lee’s Summit Water Utilities has aggressively pursued the public infrastructure repairs to remove the neighborhoods in this area of town and done some pilot work on Private I&I removal in this area.  Further work on the private I&I will be necessary as we continue to work in these areas.

 

The interceptor leg which we are proposing to study serves these basins and is known to have hydraulic capacity issues.  It is the first line in our system surcharge and will overflow in extreme rain events.  In addition to the known issues with this line, there is development pressure in the area of downtown this line serves to increase density with potential apartments and commercial property.  The lines in this area were designed around lower to medium density so the increase load could be problematic.  The purpose of this study is to identify bottlenecks in this line, review the line condition and work with our planners to anticipate what might need to be upsized if a higher density development were to come to this basin.

 

Impact/Analysis:

This is the City's standard agreement between the City and a consulting engineering firm with regard to engineering services.  This agreement will allow HDR Engineering to provide engineering services to the City.

 

Timeline:

Start: Fall 2018

Finish: Spring 2019

 

Other Information/Unique Characteristics:

1.                     RFQu 2018-064 was posted on e-bidding service (Public Purchase) on February 20th, 2018.

2.                     102 potential respondents were notified via Public Purchase or email.

3.                     RFQu closed on March 27, 2018.

4.                     Four firms provided submittals.

5.                     Submittals were scored by the evaluation committee. Burns & McDonnell and HDR Engineering Inc. were the two highest ranking firms that were selected for interviews.

6.                     Interviews were conducted and HDR Engineering Inc. was identified as the highest ranking firm by the evaluation committee.
