AN ORDINANCE REAUTHORIZING A ONE-HALF OF ONE PERCENT (1/2 OF 1/%) CAPITAL IMPROVEMENT SALES TAX FOR A PERIOD OF FIFTEEN (15) YEARS AS APPROVED BY THE VOTERS OF THE CITY OF LEE’S SUMMIT AT THE APRIL 4, 2017 ELECTION, IMPOSING SAME UNTIL MARCH 31, 2033, AND CONTAINING AN EMERGENCY CLAUSE.

The voters of Lee's Summit first approved a capital improvement sales tax in November 1997 for a period of ten (10) years at a rate of one-half of one percent (1/2 of 1%), which was renewed at a rate of one-half of one percent (1/2 of 1%) in April 2007, effective April 1, 2008 for a period of ten years. Council placed on the the April 2017 ballot the renewal of this tax and the voters again approved it for a period of fifteen years to sunset on March 31, 2033. The Missouri Department of Revenue will begin collection of the tax on the first day of the second quarter after the Director of Revenue has received notice of the approval of the tax, and said notice has been provided. As is customary, the City Council reauthorizes the tax prior to its effective date and collection. Passage of this Ordinance will reauthorize the tax. The Ordinance contains an emergency clause as it sets the tax rate and may be passed at the first meeting it is introduced at which will be March 15, 2018.
