Land Clearance for Redevelopment Authority - 5-Year Public Hearing

 

Key Issues:

Missouri State Statute Section 99.620.2 requires a public hearing be conducted to review the progress of the Land Clearance for Redevelopment Authority (LCRA), therefore this public hearing is being held to comply with the state statute as well as update the City Council on LCRA activities and projects.

 

RSMo Section 99.620.2 states:  "Within sixty days after August 13, 1982, and every five years thereafter, the governing body shall hold a public hearing regarding those land clearances and urban renewal projects under the jurisdiction of the authority. The purpose of the hearing shall be to determine if the authority is making satisfactory progress under the proposed time schedule contained within the approved plans for completion of such projects. Notice of such public hearing shall be given in a newspaper of general circulation in the area served by the authority once each week for four weeks immediately prior to the hearing."

Background:

In 1961, a special election was held where voters elected to accept the provisions of Missouri State Statutes Sections 99.300 - 99.660 referred to as the "Land Clearance for Redevelopment Authority Law".  At some point in time, the LCRA stopped conducting any business, however in 2009, the Mayor appointed new members to reactivate the LCRA within Lee's Summit.

 

A brief presentation will be provided to the City Council for purposes of reviewing LCRA activities and projects since being reactivated (see attached).
