Issue/Request:

AN ORDINANCE AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND THE LEE’S SUMMIT R-7 SCHOOL DISTRICT FOR DONATION OF A ROBOT TO THE SCHOOL DISTRICT’S ROBOTICS CENTER.

Key Issues:

The City’s police department has in its possession a small robot that is no longer serviceable or of value to the City and has been retired from use.  The Lee's Summit R-7 School District hosts a Robotics Center that provides educational opportunities for students to learn robotics and compete on robotics teams.  The City desires to make a donation to the School District of the small robot for use in the School District’s robotics program.  

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of AN ORDINANCE AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND THE LEE’S SUMMIT R-7 SCHOOL DISTRICT FOR DONATION OF A ROBOT TO THE SCHOOL DISTRICT’S ROBOTICS CENTER.

SECOND MOTION: I move for adoption of AN ORDINANCE AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND THE LEE’S SUMMIT R-7 SCHOOL DISTRICT FOR DONATION OF A ROBOT TO THE SCHOOL DISTRICT’S ROBOTICS CENTER.

 

Background:

The City's policies do not provide clear direction for the type of equipment disposal proposed through this ordinance.  Therefore, authorization is sought from the Council to effectuate the transfer of ownership of the small robot through the execution of an intergovernmental agreement.   City policies provide that items determined to be of value but no longer of use to the department may be traded or sold to a supplier for credit toward a future purchase or may be given or sold to another law enforcement agency or supplier.  LSPD G.O. 400.06B  The school district cannot receive the robot under this policy because it does not qualify as another law enforcement agency or supplier with whom the City may trade the robot.  The City received a grant for a new robot that has replaced the old robot and does not need to trade the old robot for credit. 

 

City policies further state items determined to be of no further use to the department and having a residual value of less than two hundred dollars ($200) may be discarded by the Purchasing and Supply Officer.  Capital Assets Policy 807.  The only value the Police Department foresees from the robot is the price of scrap metal at less than $200 and at that value City policy allows the robot to be discarded.  The City wishes to avoid discarding the robot due to its minimal value when it can be repurposed for use in an educational setting by the school district.

Recommendation: Staff recommends approval of AN ORDINANCE AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND THE LEE’S SUMMIT R-7 SCHOOL DISTRICT FOR DONATION OF A ROBOT TO THE SCHOOL DISTRICT’S ROBOTICS CENTER.

 

Committee Recommendation

Committee Recommendation:  A motion was made by Alternate DeMoro, seconded by Councilmember Faith that this Ordinance be recommended for approval to the City Council - Regular Session due back on 10/19/2017. The vote was unanimous.
