AN ORDINANCE APPROVING THE AWARD OF A SOLE SOURCE TO FDM SOFTWARE FOR THE IMPLEMENTATION OF AUTOMATIC VEHICLE LOCATION & CLOSEST UNIT RECOMMENDATION SOFTWARE IMPLEMENTATION SERVICES, APPROVING AN AGREEMENT FOR SERVICES AND AMENDED AND RESTATED SOFTWARE SUPPORT AND MAINTENANCE AGREEMENT BY AND BETWEEN FDM SOFTWARE LTD. AND THE CITY OF LEE’S SUMMIT, MISSOURI, AND AUTHORIZING THE CITY MANAGER TO EXECUTE DOCUMENTS NECESSARY TO EFFECTUATE THE SAME BY AND ON BEHALF OF THE CITY.

 

 

Key Issues:

-The Lee’s Summit Fire Department (LSFD) is a current user of FDM Computer Aided Dispatch (CAD), FDM RMS and FDM Mobile CAD software.  LSFD seeks to implement two additional modules of the CAD suite; Automatic Vehicle Location (AVL) and Closest Unit Recommendation (CUR). FDM is the only entity who is authorized to issue licenses of software modules related to their CAD software suite.

-By tying the apparatus to GPS, the exact location of each unit will be known to the CAD system, whether it is out on a call or at the station.

 

-Current location is provided only through radio traffic, and there is now easy way to allocate the closest available resource. Rather it uses manually created and loaded response districts to balance call volumes.

 

-The new FDM software will allow the closest available unit to be determined, based on location of the resource without the requirement of constant radio check ins.

 

-The implementation has the potential to reduce response times in certain situations.

 

 

Proposed City Council Motion:

I move for adoption of AN ORDINANCE APPROVING THE AWARD OF A SOLE SOURCE TO FDM SOFTWARE FOR THE IMPLEMENTATION OF AUTOMATIC VEHICLE LOCATION & CLOSEST UNIT RECOMMENDATION SOFTWARE IMPLEMENTATION SERVICES, APPROVING AN AGREEMENT FOR SERVICES AND AMENDED AND RESTATED SOFTWARE SUPPORT AND MAINTENANCE AGREEMENT BY AND BETWEEN FDM SOFTWARE LTD. AND THE CITY OF LEE’S SUMMIT, MISSOURI, AND AUTHORIZING THE CITY MANAGER TO EXECUTE DOCUMENTS NECESSARY TO EFFECTUATE THE SAME BY AND ON BEHALF OF THE CITY.

 

 

Background:

Our current process that is in place does not allow for the Communication Center to send the closest available resource. The only way for the Communications Center to track fire resources is by radio when the resource states their location.

The system in place utilizes response districts which have been an attempt to send the closest unit geographically and to balance call volumes. Historically, fire department staff has used subjective measures to draw district lines. These lines have been uploaded into the Computer Aided Dispatch (CAD) system. When an incident occurs, the CAD identified resources needed from these manually drawn lines within the community and assigns them. These assignments are not always the closest resource available.

 

By using AVL Technology, the closest unit is identified through the communications center CAD system. It doesn’t matter if the unit is mobile or in its station, the system can identify its location in relation to other available resources and assign the closest unit. This ensures efficient response possible. This technology takes the guessing out of rezoning primary and secondary response districts as well.

 

Several other fire departments in the region utilize this technology with great success. It is an add on to the CAD system currently in use at the City, minimizing the cost of integrating a separate locating service.
