Issue/Request:
AN ORDINANCE AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND THE UNITED STATES DEPARTMENT OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION FOR PARTICIPATION IN THE HIDTA TASK FORCE GROUP (KC) (GP43).


Key Issues:
This cooperative agreement is between the US DOJ Drug Enforcement Adminstration and the City for the use of 2016 High Intensity Drug Trafficking Area
(HIDTA) funding to combat drug trafficking organizations. The City of Lee’s Summit, Missouri as a local recipient of Midwest HIDTA award, will designate one Lee’s Summit Police Department (LSPD) Officer to the Kansas City/Overland Park DEA Task Force (GP43). This agreement between the DEA and the City sets out the parties understanding of the task force arrangement. This agreement also further facilitates the agreement passed by the City Council on July 13, 2017 in Bill no 17-152 between the City and the Kansas Bureau of Investigation that set up the funding for the task force position. The Kansas Bureau of Investigation (KBI) administers the funding as the fiscal agent for the distribution of HIDTA grant award proceeds.
