AN ORDINANCE APPROVING THE AWARD OF A SOLE SOURCE FOR THE ONE TIME PROCUREMENT OF FOUR BMW R1200 RT-P POLICE MOTORCYCLES AND ASSOCIATED FACTORY INSTALLED EMERGENCY RESPONSE PACKAGES IN THE TOTAL AMOUNT OF $97,445.76 AND AUTHORIZING THE CITY MANAGER TO ENTER INTO ANY AGREEMENTS NECESSARY TO EFFECTUATE THE PROCUREMENT OF THE SAME BY AND ON BEHALF OF THE CITY.

 

Key Issues:

                     The City of Lee’s Summit Police Department currently owns and utilizes four Victory Commander 1 police motorcycles which are reaching the end of their use cycle and require replacement with increased cost of maintenance, no service plan and no manufacturer support. The Victory brand, made by Polaris, has discontinued the police model from their production.

                     The police motorcycles are used on a daily basis almost year round and endure extreme conditions of city use more than highway miles. They are an invaluable tool for law enforcement, from traffic enforcement and investigation to parade and escort details requiring maneuverability within all traffic conditions. 

                     In research of other police motorcycle platforms, which included factory demonstrations, street ride evaluations, comparison data, cost benefits, and current police department rider recommendations the BMW R 1200 presents the best replacement package for overall handling and maneuverability, engine and equipment options, and a pricing package which includes all emergency equipment as a standard option.  Additionally, BMW manufacturing offers a longer 3 year or 60,000 mile warranty plan which is one year longer than any comparators brand. 

                     The BMW has a specific police motorcycle platform which is manufactured solely for the purpose of law enforcement and maneuverable stability, and the added emergency equipment. As a police package platform emergency equipment is part of the manufacturing process and integrated into the motorcycle for aerodynamics and balance. Other brands used by law enforcement are purchased as a stock motorcycle with emergency equipment added by the purchaser. This is an additional cost, as well as a consideration of safety when considering stability of the bike.

 

                     As for engine and equipment the BMW has a shorter wheel base and weighs less than comparators, provides better fuel equipment by study, with an air/water cooled engine, transmission and drive line, ABS traction control, and an easy access multi-plate self-energizing wet clutch.   

 

                     In comparison of price BMW quotes a complete package which includes emergency equipment at $24,261.44 per motorcycle. The closest comparator and previously most common police motorcycle Harley Davidson provides a quote of $16,345.00 for the stock motorcycle. With added emergency equipment purchased and installed by the city the total cost exceeds $32,000.00. 

 

                     As BMW has established sales districts the regional distributor for the BMW motorcycle is Engle Motors, Inc. at 6633 E. Truman Road, Kansas City, Missouri 64126. The nearest distributor outside of Engle is beyond 200-miles which would be problematic with delivery, warranty, or other service work required or provided by the vendor. To date all contacts with Engle for pricing and demonstrations has been positive and without concern.

 

Proposed Council Motion:

I move for adoption of AN ORDINANCE APPROVING THE AWARD OF A SOLE SOURCE FOR THE ONE TIME PROCUREMENT OF FOUR BMW R1200 RT-P POLICE MOTORCYCLES AND ASSOCIATED FACTORY INSTALLED EMERGENCY RESPONSE PACKAGES IN THE TOTAL AMOUNT OF $97,445.76 AND AUTHORIZING THE CITY MANAGER TO ENTER INTO ANY AGREEMENTS NECESSARY TO EFFECTUATE THE PROCUREMENT OF THE SAME BY AND ON BEHALF OF THE CITY

 

Background:

The police department currently utilizes police motorcycles on a daily basis for traffic enforcement, crash investigation, and dignitary or event escorts. As the current motorcycle in use, Victory Commander 1, is no longer in production by the Victory brand manufactured by Polaris a suitable replacement platform is required.

 

In research of other police motorcycle platforms, which included factory demonstrations, street ride evaluations, comparison data, cost benefits, and current user evaluations the BMW R 1200 presents the best package overall in handling and maneuverability with a shorter wheel base, better fuel economy, engine and equipment unsurpassed by other brands with a 36 month or 60,000 mile warranty, and a pricing package which includes factory installed emergency equipment rather than add on by purchaser which no other manufacturer offers.

 

The Police Department is requesting permission to enter into a sole source purchasing agreement with Engle Motors of Kansas City which has been in business for over sixty years and is the sole retailer for the BMW police motorcycle platform within the Kansas City Metro area.

 

Impact/Analysis:

The four Victory Commander 1’s currently used are aging out and the cost of routine maintenance and repair increases steadily as the bikes are used on a daily basis. The bikes are beyond their service plan or warranty and the police platform is no longer an endeavor for Polaris as they’ve stopped production. A new police motorcycle brand and package is required to continue the benefit of the wheel unit for the community and department.

The regional distributor for the BMW motorcycle is Engle Motors, Inc. at 6633 E. Truman Road, Kansas City, Missouri 64126. The nearest distributor outside of Engle Motors is beyond 200-miles which would be problematic with delivery, warranty, or other service work required or provided by the vendor. The contact with Engle during this process has been positive and no concerns are noted as the sole provider of the brand.
