Issue/Request:
AN ORDINANCE AUTHORIZING AN AMENDMENT TO PERMIT THE EXTENSION OF THE PROJECT TIME PERIOD FROM OCTOBER 15, 2016 TO DECEMBER 30, 2017 OF THE AIRPORT AID AGREEMENT BY AND BETWEEN THE CITY OF LEE'S SUMMIT, MISSOURI, AND THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION, GRANTING STATE FUNDS IN THE AMOUNT OF $378,175.00 FOR RUNWAY 18-36 EXTENSION PREGRADING AT THE LEE’S SUMMIT MUNICIPAL AIRPORT.
Key Issues:
• This request is a time extension to complete the project.
• This project includes construction of the earthwork for the 1,286 foot extension of Runway 18-36; relocation of water main, sanitary sewer and storm sewer relocations; and stream improvements.
• This State Block grant is in the amount of $6,807,158, funding 90% of the cost of the construction and inspection for this project.
• An additional 5% of the project cost, $378,175, will come from this State Airport Aid Agreement.
• Local matching funds of $378,176, 5% of the project cost are available from the Airport Construction Fund.
• The extension will allow Lee’s Summit to receive the full grant amount.

Background:
The request is approvals of a time extension of the grant to allow for the full complete the project. This project includes construction of the earthwork for the 1,286 foot extension of Runway 18-36; relocation of water main, sanitary sewer and storm sewer relocations; and stream improvements. This State Block grant is in the amount of $6,807,158, funding 90% of the cost of the construction and inspection for this project. An additional 5% of the project cost, $378,175, will come from a State Airport Aid Agreement. Local matching funds of $378,176, 5% of the project cost are required and are available from the Airport Construction Fund.
On July 23, 2015, City Council approved the award of bid 143211-C Runway 18-36 Extension Pre-Grading to Emery Sapp in the amount of $6,983,398.40.
The Runway 18-36 Pregrading contract with ESS is still open. The calendar days for the project were suspended when work was substantially completed on August 4th 2016 when the majority of seeding was completed, and then ESS returned in early October to reseed/overseed areas with sparse growth and repair erosion issues.
The main reason the contract is still open is that the City continues to withhold retainage valued at twice the estimated cost of remaining work until the site is in a condition so that it is no longer susceptible to erosion and has achieved enough growth to be accepted. With the site being as large as it is encompassing 140+ acres it’s not unexpected that it would take a few iterations of reseeding and repairs during growing seasons to achieve this.
The site has improved since last fall and ESS is currently alleviating some of the more problematic areas by using the broken concrete from the Runway as ditch liner for the channels/ditches around the site that stay continuously wet due to groundwater seepage.
The extension will allow Lee’s Summit to receive the full grant amount.
