Key Issues:
• The Hook Road Shoulder Improvements Project was authorized by Council in February 2016 and then formally approved in June 2016 as part of FY 2017 Capital Improvement Plan (CIP)
• The project will be funded using cost savings from the voter-approved 2007 CIP Sales Tax Renewal
• This agreement authorizes surveying service in accordance with an existing on-call land surveying services contract for professional services
• The survey work is necessary to complete the phases of the project that will be designed in-house

AND THE CITY OF LEE'S SUMMIT, MISSOURI.
SECOND MOTION: I move for adoption of AN ORDINANCE AUTHORIZING THE EXPENDITURE OF FUNDS FOR LAND SURVEYING SERVICES IN THE AMOUNT OF $24,005.00 FOR THE HOOK ROAD SHOULDER IMPROVEMENT PROJECT PURSUANT TO THE ON-CALL AGREEMENT FOR LAND SURVEYING SERVICES YEARLY CONTRACT (RENEWAL NO. 2017-302-1) BETWEEN ANDERSON SURVEY COMPANY, INC. AND THE CITY OF LEE'S SUMMIT, MISSOURI.
Background:
The City of Lee’s Summit is beginning the design process for roadway improvements along SW Hook Rd. between Arthur Road (Monarch View subdivision) and Ward Road. The work will include adding 6-foot wide paved shoulders along both sides and add a turn lane long Hook Road on the west leg of its intersection with Ward Road.
The Hook Rd Shoulder Improvements are part of the City Council approved FY2017 Capital Improvements Plan. The primary purposes of this project are to improve safety, reduce maintenance costs, and provide “complete streets” along this corridor. When this section of Hook Road was constructed in 2004, design standards allowed for turf shoulders along interim roads. The existing turf shoulders have incurred significant maintenance costs with grading and filling ruts, re-seeding and frequent mowing of a wider area. The paved shoulders should significantly reduce these on-going costs. Many motorists requested as improvements additional pavement outside the travel lanes to reduce the risk of vehicle wheels dropping off the edge of pavement, and providing a safer route for bicycle traffic along this corridor. Adding paved shoulders to provide these features also supports the Complete Street Goal outlined in the Lee’s Summit 360 Strategic Plan, Livable Streets Policy adopted by Council, and Bicycle Transportation Plan. Also, Resolution 16-22, adopted by council on December 18, 2016, modified the interim road standards to require paved shoulders in support of the City’s Livable Streets Policy.
Prior to the start of the design, survey crews will be collecting data along the corridor in order to identify property lines, right-of-way, easements, and collect information about existing utility lines, trees and above ground features.
