AN ORDINANCE APPROVING THE AWARD OF BID NO. 423-322-72C FOR THE TODD GEORGE PARKWAY SHOULDER IMPROVEMENTS - COLBERN ROAD TO WOODS CHAPEL TO J.M. FAHEY CONSTRUCTION COMPANY AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $1,107,695.10

 

Key Issues:

                     The Todd George Parkway Shoulders project was authorized by City Council in February 2016 and then formally approved in June 2016 as part of FY 2017 Capital Improvement Plan (CIP).

                     The project will be funded from the voter-approved 2007 CIP Sales Tax Renewal.

                     Paved shoulders Provide maintenance benefit, various safety improvements, and support non-vehicular transportation noted in the Lee’s Summit Livable Streets Policy, Unimproved Road Policy, and Bicycle Transportation Plan.

                     Phased construction will only impact traffic in one direction of travel at a time along Todd George Parkway.

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of AN ORDINANCE APPROVING THE AWARD OF BID NO. 423-322-72C FOR THE TODD GEORGE PARKWAY SHOULDER IMPROVEMENTS - COLBERN ROAD TO WOODS CHAPEL TO J.M. FAHEY CONSTRUCTION COMPANY AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $1,107,695.10.

SECOND MOTION:  I move for adoption of AN ORDINANCE APPROVING THE AWARD OF BID NO. 423-322-72C FOR THE TODD GEORGE PARKWAY SHOULDER IMPROVEMENTS - COLBERN ROAD TO WOODS CHAPEL TO J.M. FAHEY CONSTRUCTION COMPANY AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $1,107,695.10

 

Background:

The project will construct 6-foot wide shoulders along both sides of 2 ½ mile section of NE Todd George Parkway from Colbern Road to Woods Chapel and eastern portions of Strother Road.  The primary purposes of this project are to improve safety, reduce maintenance costs, and provide “complete streets” along this corridor. 

When this section of Todd George Parkway was constructed in 2011, design standards allowed for turf shoulders along interim roads.  The existing turf shoulders have incurred significant maintenance costs with grading and filling ruts, re-seeding and frequent mowing of a wider area.  The paved shoulders should significantly reduce these on-going costs.  Many motorists requested improvements additional pavement outside the travel lanes to reduce the risk of vehicle wheels dropping off the edge of pavement, and for a safer route for bicycle traffic along this corridor.   Adding paved shoulders to provide these features also supports the Complete Street Goal outlined in the Lee’s Summit 360 Strategic Plan, Livable Streets Policy adopted by Council, and Bicycle Transportation Plan.   Also, Resolution 16-22, adopted by council on December 18, 2016, modified the interim road standards to require paved shoulders in support of the City’s Livable Streets Policy. 

Construction detours are necessary to provide room for contractor to work efficiently and safely.  However, since Todd George Parkway is a parallel reliever route for I-470, it will remain open to allow one lane to traffic at all times.  The traffic control plan will temporarily reduce Todd George to a one-way street, with the direction of travel changing mid-project.  City staff will issue press releases, variable message boards to inform the travelling public of the project status and road closures.

Other Information/Unique Characteristics:

The Public Works Department issued Bid No. 432-322-72C Todd George Shoulder Improvements on April 7, 2017. The projects Invitation to Bid was posted for advertisement on the City’s website and at Quest Construction Data Network.  3 Plan Rooms, 6 Contractors, and 2 other firms downloaded bid documents.  A Pre-bid conference was held on April 18, 2017.  Five companies attended the pre-bid conference.  Four bids were received by the April 28, 2017 bid opening date.  The bids were evaluated, and City Staff determined J.M. Fahey Construction Company to be the lowest and best responsive bidder.
