Issue/Request:
This item requests approval for the purchase and installation of synthetic turf in the animal exercise yards at the City’s Animal Control Facility located at 1991 SE Hamblen Road. The City currently maintains a contract with Turf Etc., LLC d/b/a SYNLawn for turf products and installation services. Approval is required because this purchase will increase the City’s total annual expenditures under this contract beyond the $75,000.00 threshold requiring City Council authorization.

Key Issues/Background
The animal exercise yards at the City’s Animal Control Facility (1991 SE Hamblen Road) are currently surfaced with natural grass. Due to daily animal activity and seasonal Missouri weather conditions, the yards frequently become muddy and difficult to maintain. These conditions create sanitation concerns, complicate routine washing and cleaning of the yards, and increase ongoing maintenance requirements for staff.
Animal Control staff evaluated surface options that would improve drainage, durability, and sanitation in the exercise areas. Synthetic turf designed for animal care environments was identified as a practical solution. Installation of SYNLawn Pet Platinum Turf will provide a permeable, durable surface that allows for improved drainage, more effective cleaning, and more consistent year-round use of the exercise yards.
The City currently maintains a contract with Turf Etc., LLC d/b/a SYNLawn for turf products and installation services. Utilizing this existing contract allows the City to complete the project through an established procurement vehicle.
