2024 International Property Maintenance Code (IPMC) Adoption (Ordinance)

Background:
The Property Maintenance Code establishes minimum standards for the continued use and maintenance of existing residential and nonresidential buildings, structures, and premises. It provides a reasonable level of health, safety, and welfare protection for occupants and the public by addressing building conditions, sanitation, exterior property maintenance, and related life-safety concerns.
The 2024 IPMC, published by the International Code Council, includes several updates intended to improve code clarity, enhance consistency with other adopted model codes, and address evolving property maintenance challenges. The code continues to serve as an important tool for preserving neighborhood quality, protecting property values, and ensuring that existing buildings remain safe and habitable throughout their lifecycle.
The 2024 IPMC has been reviewed and revised by Development Services staff, including Neighborhood Services personnel responsible for code enforcement and property maintenance activities, and the Board of Appeals. Staff evaluated the model code and recommended local amendments where appropriate to ensure the regulations remain practical, enforceable, and responsive to the needs of the Lee’s Summit community. In addition, Neighborhood Services staff convened a focus group, comprised of both property owners and tenants, to review the proposed Code and recommend potential changes.
Recommendation:
Staff recommends that the Community and Economic Development Committee (CEDC) recommend approval of the Ordinance amending Chapter 16 of the Code of Ordinances of the City of Lee’s Summit, Missouri, and forward the Ordinance to the City Council for further consideration.
