Title

Unified Development Ordinance (UDO) Amendment - #PL2026-236

Issue/Request:

As staff administers the UDO, minor issues are periodically identified that warrant clarification or correction. These may include outdated references, inconsistent terminology, provisions that no longer reflect current practices, or language that could be revised to improve clarity and consistency.

Staff proposes a UDO Amendment to advance the City’s ongoing effort to ensure the UDO remains current, internally consistent, and aligned with existing City practices and procedures.

Collectively, these changes comprise the UDO Omnibus Amendment. They are not intended to represent a comprehensive rewrite of the UDO or a significant shift in City land-use policy. Rather, the Omnibus Amendment represents routine ordinance maintenance intended to ensure the UDO remains clear, consistent, current, and effective to administer.

The proposed amendment include revisions to the following sections of the UDO:

 

Article 2 - Applications and Procedures

Article 3 - Permits and Certificates of Occupancy

Article 4 - Zoning Districts

Article 5 - Overlay Districts

Article 7 - Subdivisions

Article 8 - Site Standards

Article 9 - Signs

Article 15 - Rules of Interpretation and Definitions

Recommendation

Recommendation: Staff recommends advancing a Unified Development Ordinance (UDO) Amendment for consideration by Planning Commission and City Council.  The Amendment reflects as the City’s ongoing effort to ensure the UDO remains current, internally consistent, and aligned with existing City practices and procedures.
