Key Issues:
· The southeast portion of City of Lee’s Summit is served by the Middle Big Creek Sewer District a sub-district to the Little Blue Valley Sewer District.
· Middle Big Creek is in the process of installing flow meters for each of its member cities.
· The installation of these flow meters is supported by Lee's Summit Water Utilities as the most accurate way to measure the flows of each of Middle Big Creek’s member cities.
· The Water Utilities Department owns a 57-acre parcel in Greenwood’s city limits through which the Big Creek Interceptor Sewer runs.
· The Big Creek Interceptor Sewer is one of the lines which will be metered, and this property contains the location for flow meter on this interceptor.
· Middle Big Creek and by extension Little Blue Valley Sewer District needs an easement for the flow meter and an access easement to the flow meter
· The site has been appraised and $2175.00 has been offered for the easements. This amount appears to be fair market value and is acceptable to staff.

I recommend to City Council approval of an Ordinance authorizing the execution of a non-exclusive easement by and between the City of Lee's Summit, Missouri and the Little Blue Valley Sewer District.
