Issue/Request:

The applicant requests preliminary development plan and special use permit (SUP) approval for a continuum of care senior living facility with 72 beds (memory care + assisted living) and 119 independent living dwelling units (apartments + villas).  The development consists of a large 171,020 sq. ft. main building and 27,930 sq. ft. of villa buildings, for a total of 198,950 sq. ft.  The applicant requests a 40-year SUP time period.

 

Proposed Planning Commission Motion:

I move to recommend APPROVAL of Appl. #PL2025-338 and #PL2025-339 - PRELIMINARY DEVELOPMENT PLAN and SPECIAL USE PERMIT for a convalescent, nursing or retirement home - Lee's Summit Senior Community, 5101 NE Lakewood Way; Lee's Summit Senior Living Community, LLC, applicant.

Recommendation

Recommendation: With the conditions of approval below, the application meets the goals of the Ignite! Comprehensive Plan, Design and Construction Manual (DCM) and the requirements of the UDO.

 

1.                     A modification shall be granted to the high-impact landscape buffer requirement between CP-2 and R-1 zoning districts, to allow no landscape buffer along the rear of the abutting Lot 32 (1063 NE Scenic Pl) and Lot 33 (1059 NE Scenic Pl) of the Ridgewood Hills subdivision at the request of the abutting property owners.

2.                     Development shall be in accordance with the preliminary development plan dated January 26, 2026.

3.                     The special use permit shall be granted for a period of twenty (40) years from the date of approval.
