An Ordinance approving the Green Street Use Agreement between the City of Lee’s Summit, Missouri and Downtown Lee’s Summit Main Street, Inc.

Issue/Request:
Downtown Lee’s Summit Main Street, Inc. (“DLSMS”), manages a Farmers Market Program as a part of the services DLSMS provides to the citizens of Lee’s Summit, Missouri. The City of Lee’s Summit, Missouri (the “City”) constructed Green Street, which includes the Green Street Market, for the public to use and enjoy. DLSMS and the City desire that the DLSMS Farmers Market relocate to Green Street, and that the DLSMS Farmers Market be able to the use the Green Street Market. Accordingly, the City and DLSMS desire to enter into a use agreement setting forth the rights and obligations of each party for such use of the Green Street Market and additional amenities within Green Street.
Key Issues:
The use of the Green Street Market by DLSMS and approval of that use by the City Council, with further authority granted to City staff to implement the Use Agreement.
Proposed City Council Motion:
I move for second reading of An Ordinance Approving the Green Street Use Agreement between the City of Lee’s Summit, Missouri and Downtown Lee’s Summit Main Street, Inc.
Background:
The DLSMS Farmers Market has historically been located in the parking lot which is adjacent to the Lee’s Summit Elementary school, across from the City Hall parking structure. The Green Street Market, a public facility within Green Street, was built to accommodate the DLSMS Farmers Market and to be a public asset within the Lee’s Summit community. The City and DLSMS have historically worked together to promote Lee’s Summit and to provide opportunities that foster community, ensure local growth, and maintain long-held and treasured traditions. This ordinance formalizes the arrangement for DLSMS to use the Farmers Market
