An Ordinance ratifying an emergency purchase between Wiedenmann, Inc. and the City of Lee's Summit, Missouri to repair the Scruggs Road Pump Station force mains in the amount of $258,200.00 and authorizing the City Manager to execute the same.

The Scruggs Road Pump Station discharges into two force mains, a 12" and an 18". There have been multiple failures on the force mains with the frequency of failure increasing. The proximity of the pump station to Prairie Lee Lake poses a potential environmental and public health and safety risk. Compared with a full pipe replacement, lining the force mains extends the useful life, is minimally invasive, requires minimal downtime, and is a more economical solution. In order to maintain pump station operation and reduce the risk of overflows or bypasses, the lining of the force mains is best completed during the dry winter months and prior to the spring wet weather. Materials must be ordered quickly to cut down on lead times and to beat the spring rains. The liner will be provided and installed by Insituform Technologies USA, LLC but they require separate work to be completed by others. This work includes excavation of the launching and receiving pits, traffic control, final pipe connections, and restoration. The City decided to utilize the existing on-call agreement with Widenmann, Inc. to perform this work. Therefore, the repair of the Scruggs Road Pump Station force mains will require the services of both Insituform Technologies USA, LLC and Wiedenmann, Inc. In an effort to ensure the scope of work is completed during the dry weather months, Staff asked the City Administrator to approve an emergency purchase agreement for both Insituform Technologies USA, LLC and Wiedenmann, Inc. and which they have approved and executed.
