Public Hearing: 2026-2027 Community Development Block Grant (CDBG) Annual Action Plan

The City of Lee's Summit is required by the U.S. Department of Housing and Urban Development (HUD) to adopt an Annual Action Plan (AAP) for each program year. The 26/27 AAP (Draft) specifies the projects and funding allocations for the upcoming year that align with the priorities set in the 2025-2029 Consolidated Plan. This AAP is an essential document in the CDBG process as it details the specific actions the City will take to address community needs.

A public hearing is required for consideration of the AAP. The City was awarded $385,005.00 in CDBG funds for the 2025-2026 program year. The City anticipates a similar award for the 2026-2027 program year, although the exact amount will be adjusted once HUD announces the final grant allocation. The final grant allocation shall be provided to the City no later than April 3, 2026.

During the submittal period, staff received eight requests for funding. Six are recommended for funding, one is not recommended, and the final application was deemed ineligible to apply. As part of the public hearing, CEDC will hear presentations from all organizations recommended for funding. Essential Families, although not recommended for funding, was also invited to present their request; however, staff has not received confirmation of their participation at this time.

At the conclusion of the public hearing, a 30-day public comments begins. This comment period must be exhausted prior to any Council action. Any comments received during the comment period will be included in the City Council agenda packet when the AAP is considered for final adoption. All residents are encouraged to review the draft AAP and provide feedback during this time.
