An Ordinance awarding the bid for Project No. 106 for the Douglas Complete Street Improvements from SE 2nd Street to NE Chipman Road Project to Pyramid Contractors Inc. for an amount of $6,994,890.00 and authorizing the City Manager to execute an agreement for the same, all as an Emergency Ordinance pursuant to Sections 3.13 (f)(1) and (3) of the Charter for the City of Lee's Summit, Missouri.

Key Issues:
· Public Works Engineering issued an advertisement for bids for the construction of Project No. 106 - Douglas Complete Street Improvements ("Project") on May 5, 2026, in accordance with state and federal statutes and local policies.

· The project will enhance roadway, cyclist, and pedestrian safety, improve and/or replace stormwater and drinking water lines and update sanitary sewer facilities.

· The project will be funded from the 2017 CIP Sales Tax Renewal, Water Utilities construction funds, and obligated Federal TAP funds.

· Construction start time is critical on this project; with coordinated completion of Phase 1 at the intersection of 2nd and Douglas desired before the holiday shopping season begins downtown.

· Pyramid Contractors Inc. ("Contractor") was determined to be the lowest responsive and responsible bidder by City staff.

· The City and Contractor desire to enter into an agreement to construct the Project.
