Issue/Request:
Consideration and approval of the Artwork Commission and Purchase Agreement to establish the contractual relationship with artist Heath Satow of Heath Satow Sculpture, Inc., for the design and fabrication of a new original work of public art that will be installed as part of the Downtown Market Plaza Project.

Key Issues:
The Artist Selection Panel and staff had the difficult task of narrowing 111 applications to only one selected artist. From the beginning, Mr. Satow’s proposal resonated with the Lee’s Summit community. Through public comments, citizens shared that the work invoked a sense of nostalgia and play, and brought joyful childhood memories to the forefront of the community’s collective mind. Mr. Satow’s public art is internationally renowned and we are fortunate to have an accomplished artist of his caliber work with us on this very special project. “Everything Changes with a Dream” is anticipated to instill new lifelong memories for residents and visitors of all ages.

Proposed City Council Motion:
Move for adoption of an Ordinance authorizing the execution of an Artwork Commission and Purchase Agreement between the City of Lee’s summit, Missouri, and Heath Satow Sculpture, Inc. for “Everything Changes with a Dream”.

Background:
As part of the Downtown Market Plaza Project (“Downtown Project”), $250,000 of the overall construction budget has been allocated to support the inclusion of various works of public art into the Downtown Project. The public art plan for the Downtown Project will include the addition of several new permanent public art pieces as well as the relocation of artworks currently owned by the City.
