Issue/Request:
This item establishes a succession plan in the event that both the Mayor and the Mayor Pro Tempore are unavailable due to absence or disability. The item was discussed by the Council in late 2024 and referred back to the Rules Committee and discussed at the January meeting of the Committee. At that time, the Committee requested Staff prepare some amendments that would provide Committee Chairs as the basis for determining the order of succession along with a minimum seniority standard. Those amendments were discussed at the February 20, 2025 meeting of the Rules Committee and it was ultimately referred to the City Council with a recommendation for approval.

FIRST MOTION: I move for second reading of an Ordinance Amending Article I. In General, of Chapter 10 Emergency and Disaster Planning and Response, of the Code of Ordinances of the City of Lee's Summit, Missouri by enacting a new Section 10-11. Continuity of Government - Mayoral Succession; dealing generally with rules for the succession of Mayoral power in the event of absence or disability.
SECOND MOTION: I move for adoption of an Ordinance Amending Article I. In General, of Chapter 10 Emergency and Disaster Planning and Response, of the Code of Ordinances of the City of Lee's Summit, Missouri by enacting a new Section 10-11. Continuity of Government - Mayoral Succession; dealing generally with rules for the succession of Mayoral power in the event of absence or disability.
