Background:
The City has the opportunity to participate in the Community Rating System (CRS) which will benefit the residents by providing opportunities for discounts on flood insurance rates. A presentation was made to City Council at its July 8, 2019 meeting regarding the Flood Insurance Program and the CRS. To participate, the City will need access to recurring loss data which requires entering into an Agreement with the Department of Homeland Security/Federal Emergency Management Agency Federal Insurance and Mitigation Administration (FEMA). The Insurance Services Office (ISO), which administers the CRS program on behalf of FEMA, gave a deadline of April 30, 2020, to return a signed agreement to it to be eligible to participate. To preserve the opportunities for residents, the Mayor executed the agreement on April 28, 2020. His signature is subject to ratification by the City Council because this is an intergovernmental agreement.
Proposed City Council Motion:
I move for adoption of an Ordinance approving an Information Sharing Access Agreement by and between the City of Lee’s Summit, Missouri, and the Department of Homeland Security/Federal Emergency Management Agency Federal Insurance and Mitigation Administration, and ratifying the Mayor’s execution thereof.
