Proposed City Council Motion:
FIRST MOTION: I move for a second reading of AN ORDINANCE APPROVING THE AWARD OF BLACKWELL LIVABILITY IMPROVEMENT PROJECT TO QUALITY CUSTOM CONSTRUCTION AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $147,447.45.

SECOND MOTION: I move for adoption of AN ORDINANCE APPROVING THE AWARD OF BLACKWELL LIVABILITY IMPROVEMENT PROJECT TO QUALITY CUSTOM CONSTRUCTION AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $147,447.45.

Background:
On Thursday, June 4, 2015 a Blackwell Road Livable Streets Request was presented to the City Council by Jim Jennings, President of the Windsboro Homes Association, who represented more than 475 families supporting the request. Also, the Livable Streets Advisory Board (LSAB) recommended limited improvements along Blackwell in this area in general support of the HOA requests. The Windsboro Homes Association, Canterbury Homes Association, Golden Fields Homes Association, The Fields of Highland Park residents, and Waves Swim Team are all organizations who were in support of and requesting this project be included in the Capital Improvement Program. Throughout the design of the project these groups have been informed of the design and have been asked for feedback. Staff has received input and positive feedback on the design of the project.

This project will provide an improved pedestrian and bicycling environment along Blackwell Road between Langsford Road and Shenandoah Drive. ...
