Body
Issue/Request:
An Ordinance approving Amendment No. 1 to the Budget for the Fiscal Year ending June 30, 2020, by revising the Authorized Expenditures for the City of Lee's Summit to Fund a Lightning Detection System.

Key Issues:
At the Finance and Budget Committee on May 20, 2019, Councilmember Johnson proposed a motion to revise the authorized expenditures for the City of Lee's Summit to fund a lightning detection system. The lightning detection equipment would be placed at Legacy Park. It is a safety enhancement that would benefit the users of the park, including the Youth Sports Association (YSA). A monitoring and notification system would also be included as part of the service charge, where designated personnel from each YSA would be notified when a lightning incident occurred.

The proposed cost of the lightning detection system is $17,500, which would be used to purchase the one-time capital expense of the lightning detection equipment, as well as fund the first-year service charge. It was proposed by the Finance and Budget Committee that this would be funded from the General Fund.

Proposed City Council Motion:
I move for adoption of an Ordinance approving Amendment No. 1 to the Budget for the Fiscal Year ending June 30, 2020, by revising the Authorized Expenditures for the City of Lee's Summit to Fund a Lightning Detection System.

Background:
The motion language that was made and passed by the Finance and Budget Committee on May 20, 2019 was as follows: "The Finance and Budget Committee will recommend to the full City Council for approval the City Manager's Fiscal Year 2020 Budget as presented by the City Manager with the addition of $17,500 for a lightning detection system for ...
