Issue/Request:
An Ordinance approving the purchase of Peregrine a secure, cloud-based, CJIS -compliant data analytics platform, from Carasoft Technology Corporation for an amount not to exceed $938,124 and authorizing the City Manager to execute the same by and on behalf of the City.

Key Issues:
The Police Department is seeking authorization to purchase Peregrine, a secure, cloud-based public safety data analytics platform designed to support the developing Real-Time Crime Center (RTCC). Currently, the Department manages vast amounts of public safety information across various independent systems, each serving important functions but complicating the relationship between information due to the need for extensive manual review. This can hinder the timely development of actionable intelligence.

Peregrine aims to integrate and normalize this information from existing public safety systems, which include Computer-Aided Dispatch (CAD), Records Management (RMS), Jail Management (JMS), License Plate Recognition (LPR), Public Safety Answering Point (PSAP), Automatic Location Identification (ALI), ArcGIS, and metadata from body-worn and in-car cameras. By creating a unified analytical environment, authorized personnel will be able to efficiently search and analyze data across these systems. This will facilitate the identification of relationships among persons, vehicles, property, locations, and crime patterns.

The platform will feature advanced analytical capabilities, including cross-dataset searching, crime-pattern and hotspot identification, link and timeline analysis, interactive mapping and dashboards, watchlist monitoring, operational alerting, and automated reporting.
