A Resolution authorizing the filing of an application with the Missouri Department of Natural Resources, State Revolving Fund Program for grants under the Missouri Clean Water Law (Section 644, RSMo.).


Key Issues:
· The Missouri Department of Natural Resources (MDNR) offers grants to cities and counties in Missouri for stormwater control plan development, stormwater studies, and construction projects.

· Pursuant to Resolution No. 19-14, the Lee's Summit Public Works Department received an offer from MDNR for a grant in the amount of $177,890 to cover a portion of the stormwater construction work on Project No. 54832272-2C, Streambank Stabilization Projects: SE 2nd Street; SW 3rd Street and Cedar Creek.

· MDNR requires the current Director of Public Works to be listed by name as the authorized official to sign and provide supporting documents to receive payment from MDNR.


Background:
This is a resolution in support of the Lee's Summit Public Works Department's grant application to the Missouri Department of Natural Resources (MDNR) for the Stormwater Grant and Loan Program. This grant will reimburse the City for $177,890.00 towards the construction costs incurred for 2nd Street Streambank Stabilization Project. The remainder of construction costs will be paid for from the 2017 CIP Sales Tax.

The filing of the grant application was previously approved by City Council through Resolution No. 19-14. The grant will reimburse the City after City can show the project has been completed and that Contractors have been paid by the City. City staff prepared and submitted the necessary paperwork, but it was returned by MDNR because the signature did not match the name shown on the resolution and application from 2019. MDNR is ...
