Issue/Request:

This item provides a follow-up to the Community and Economic Development Committee's July 8, 2026, discussion regarding Accessory Dwelling Units (ADUs). Staff researched ADU regulations in comparable communities, evaluated the use of pre-approved building plans, and prepared a draft Unified Development Ordinance (UDO) amendment removing the City's lot size requirements for ADUs.

 

Staff is seeking the Committee's direction on moving the proposed ordinance forward through the UDO amendment process while continuing to evaluate the feasibility of a future pre-approved ADU plan program.

Recommendation

Recommendation: Staff recommends moving forward with a UDO amendment to remove the lot size requirement for ADUs citywide. Based on staff's research, the current lot size requirement is more restrictive than that of most comparable communities and has been identified as the primary regulatory barrier to ADU development. Staff also recommends developing a public communication and outreach strategy if the ordinance is adopted. While staff believes a pre-approved ADU plan program has potential, additional research is recommended before pursuing implementation.
