Issue/Request:

A resolution authorizing the Mayor to appoint successor directors to the Southside Plaza Community Improvement District.

Key Issues:

The Southside Plaza Community Improvement District (the “District”) was established on June 9, 2020 by Ordinance No. 8894. 

The District is run by a Board of Directors.  The Community Improvement District (CID) Act and the District By-Laws provide for the Mayor of the City to appoint Successor Directors of the District, with the consent of the City Council.

In August 2026, Southside Plaza Shopping Center was sold to Zip Investments, LLC, and after that Nadeem Mohammed, Carmen Mohammed, Andy Lane Lawson, and Jesse Lee Wimsett were appointed as successors directors to the District, each to serve 4 year terms which will expire in 2030. The City representative for the District is City Manager, Mark Dunning whose term will expire in 2030

 

Proposed City Council Motion:

I move approval of a Resolution authorizing the Mayor to appoint successor directors to the Southside Plaza Community Improvement District.
