Recently following the resignation of a Councilmember, the City Council and Mayor were required to conduct a process to fill the vacant City Council seat. The City Charter in section 3.7 simply provides that the Council is to appoint a qualified person who will serve until the next regular municipal election for which timely notice may be given. Qualifications for an appointed Councilmember are the same as the qualifications for an elected member, namely that the person shall have been a resident of the city for two years, of the district for six months and must be a qualified voter at the time of appointment and must remain a qualified voter. Beyond that there is no guidance from the Charter relating to the process that should be used for such an appointment. This ordinance creates a process including notice, public participation, interviews all culminating in a selection and vote by the City Council. This ordinances creates a process that is similar to that used recently.
