Issue/Request:

A Resolution authorizing the Municipal Airport Powered Paraglider (PPG) Operating Guidelines

 

Key Issues:

Because Powered Paragliders (PPGs) and other General Aviation aircraft operating are incompatible in the same airspace, PPG operating guidelines are necessary to ensure the safe and efficient operation of the airport.

The proposed rules have been reviewed by the FAA and no conflict with FAA Regulations were found. 

The airport cannot prohibit PPG activity; however, we can implement operating guidelines.

 

Background:

                     PPG’s have been operating at the Lee’s Summit Airport without any guidelines in place.

                     Staff worked collaboratively with local PPG operators to identify & mitigate risks associated with operating PPGs at the Lee’s Summit Airport to safely integrate PPGs and General Aviation traffic.

                     The proposed PPG Operating Guidelines will reduce the risk of a conflict between a PPG and other aircraft operating at the airport.

PPG Operational Guidelines Major Points

 

                     PPG pilots must register with Airport Management and receive an orientation briefing from the Airport Manager.

                     PPG pilots will attest that they are familiar with and operate within the parameters of the FAA documents listed in section 3 of the PPG Operating Guidelines.

                     PPG pilots will follow procedures listed in section 4 of the PPG Operating Guidelines.

                     PPG pilots will pay an annual fee or visitor fee for the use of the PPG field.  This fee is used to offset the additional cost in maintaining the PPG dedicated operating area.

                     PPG pilots are required to use an aviation radio and be certified to cross Runway 18/36.

 

Recommendation:  Staff recommends the adoption of a Resolution authorizing the Municipal Airport Powered Paraglider Operating Guidelines.
