Issue/Request:
An Ordinance approving Modification No. 1 to an agreement for the design and construction of a Welcome Monument to be located at the Intersection of M291 Highway and M150 Highway between the City of Lee's Summit, Missouri and Bartlett & West Construction LLC for an increase of $375,843.00 for the amended services, with an amended not to exceed amount of $385,843.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues
· The Project will be located at the intersection of M291 Highway and M150 Highway
· The project is funded in part by a $100,000 matching fund from the Industrial Development Authority (IDA), which was read and approved by City Council on October 7, 2025.
· City staff issued RFQ No. 2025-050 to conduct a Qualification Based Selection for professional engineering and design services, in accordance with state statutes, federal regulations, and local procurement policies.
· Bartlett & West was selected as the best qualified firm for the project and satisfactorily conducted negotiations for scope and fee with City staff.
· Pursuant to Ordinance No. 10267, the City and Bartlett & West Construction LLC. (hereinafter “Engineer”) entered into an Agreement for Professional Engineering and Construction Services of a Welcome Monument to be located at the intersection of M291 highway and M150 highway (RFQ No. 2025-50) dated December 16, 2025 (hereinafter “Base Agreement”.
