Title
An Ordinance approving Amendment No. 13 to the budget for the Fiscal Year ending June 30, 2024, as adopted by Ordinances 9704, 9705, 9706, 9707, and 9708, by amending the authorized expenditures for the City. (F&BC 6/3/24)

Body
Issue/Request:
An Ordinance approving Amendment No. 13 to the budget for the Fiscal Year ending June 30, 2024, as adopted by Ordinances 9704, 9705, 9706, 9707, and 9708, by amending the authorized expenditures for the City.

Key Issues:
-Approval of updated Pay and Classification Plan
-New position Lead Treasury Cashier in the Treasury, replacing a current open Treasury Cashier position in Treasury.
-No additional spending authority needed in FY24, would cost an estimated additional $4,500 in FY25 for salary and benefits.
-Support and cover the Treasury Cashier positions as needed
-Perform higher level responsibilities to support the Cash Management Officer such as, recurring journal entries, recording of deposits, daily opening and closing processes, and additional layer of customer support to the Treasury Cashiers
-This will free the Cash Management Officer from window coverage and give more time for the implementation of Workday Treasury functions and the new cashiering software system.

Background:
This position will replace a current Treasury vacancy and use current FY24 savings for any additional pay difference. With the City not knowing the future of collections for Jackson Country Property Taxes, this is an opportunity to free up time for the Cash Management Officer to be a more active participant in the implementation of Workday and Cam/Am, the new cashiering system that will be implemented alongside Workday.

Proposed Committee Motion:
I move to recommend to the City Council for approval an Ordinance approving Amendment No. 13 to the budget for the Fiscal Year ending June 30, 2024, as adopted by Ordinances 9704, 9705, 9706, 9707, and 9708, by amending the authorized expenditures for the City.
