Issue/Request:
Provide information to CEDC on the issuance of a Temporary Certificate of Occupancy (TCO) for Residential Units, including any issues had transitioning from TCO to CO.
Background:
A TCO is issued for residential dwelling units to let homeowners move in while minor items are finished by the homebuilder, ensuring essential life safety requirements are met but delaying final sign-off on non-critical items for a brief period of time. This item has been agendized for CEDC discussion following an inquiry from a residential property owner about the timeliness (or lack thereof) for TCO items to be reconciled by the homebuilder. The staff presentation will provide an overview of the TCO process, common reasons for TCO issuance, responsibilities borne by the homebuilder and city staff, and how issues regarding TCO issuance will be better resolved moving forward.
The staff presentation will provide an overview of these public-safety issues and outline potential options for the Community and Economic Development Committee (CEDC) to consider for possible incorporation into the City Code and/or Unified Development Ordinance (UDO).
