An Ordinance approving the Calendar Year 2025 Employee Benefit Programs; approving agreements for services by and between the City of Lee’s Summit, Missouri and Cigna Health and Life Insurance Company, Metropolitan Life Insurance Company, Hartford Life and Accident Insurance Company, CuraLinc, LLC, Navia Benefit Solutions, Inc., and Trustmark Insurance Company, and authorizing the City Manager to execute agreements and other documents as necessary to administer employee benefits for Calendar Year 2025 by and on behalf of the City. Issue/Request:
The City has existing contracts with these providers that allow for renewal. After reviewing the proposed terms and pricing, it was determined that renewal was more cost beneficial than go back to market for new proposals as we had rate guarantees from all vendors.
Key Issues:
-Medical renewal with Cigna will have an aggregate 9.5% premium increase.
-Dental renewal with Cigna will have a 0.00% premium increase.
-Vision renewal with MetLife will have a 0.00% premium increase.
-Addition of Administrative Services only through Hartford on short term disability (STD) claims. The City is currently self-funded, and this added service will help mitigate risk on responses to complex disability requests. This service will be on an as need basis.

I move to recommend for approval to City Council of an Ordinance approving the Calendar Year 2023 2025 Employee Benefit Programs; approving agreements for services by and between the City of Lee’s Summit, Missouri and Cigna Health and Life Insurance Company, Metropolitan Life Insurance Company, Hartford Life and Accident Insurance Company, CuraLinc, LLC, Navia Benefit Solutions, Inc., and Trustmark Insurance Company, and authorizing the City Manager to execute agreements and other documents as necessary to administer employee benefits for Calendar Year 2023 2025 by and on behalf of the City.
