Discussion of Public Safety Communication System and Facility Funding Options

Issue/Request:

The city needs to upgrage its Public Safety Communications system to comply with FCC requirements and interoperability issues outside of Lee's Summit.

 

Additional improvements to the radio system are needed to meet the federal narrowbanding mandate deadline.

Interoperability issues and coverage outside of Lee's Summit remain and future narrowbanding regulations are pending from FCC.

 

Fire Station Number 3 located at Pryor Rd and 3rd Street is over 40 years old and is not constructed to adequately staff and house required equipment.

 

The City has capacity to issue additional "No Tax Increase General Obligation bonds" with voter approval. 

 

Ballot questions placed on General Election dates require a four-sevenths majority approval and are needed to be submitted to the Election Commission approximately two months prior to the election.

 

Key Issues:

On November 11, 2015 the Police and Fire departments made separate presentations regarding the status of Public Safety Communications System and Fire Station Number 3.

                     

Fire Station 3 located at Pryor and 3rd Street, is 45 years old and was originally built to house one firefighter at the westernmost city limits. Today a minimum of three personnel are assigned to staff a pumper at the station.

Background:

The purpose of this agenda item is determine if the Council is supportive of pursuing a bond election for the public safety upgrades and to determine when bond election should be scheduled.
