Approval of a funding agreement to provide a source of funds for the City to conduct the work and review of Developer’s incentive request.

Proposed City Council Motion:

I move for adoption of an Ordinance Approving a Funding Agreement between 3D Builders KC, LLC, and the City of Lee’s Summit, Missouri for the View High Sports Complex Project.

 

Background:

On March 18, 2025, 3D Builders KC, LLC (the “Developer”) team made a conceptual presentation to the City Council to receive feedback on their incentive request.  The Council provided relatively positive non-binding feedback to the request, pending receipt of more detailed information about the need for the request and the rate of return analysis, along with review and analysis from the City’s financial advisor.

 

City staff and the developer are coordinating for documents to present to the Council and public hearings to be conducted by the Council for the requested incentives. 

 

Impact/Analysis:

This Funding Agreement does not require the City to take on any obligations that are not already presented by the incentive request.  This agreement only provides a source of funds for the City to avoid out-of-pocket costs associated with reviewing and processing the incentive request.

 

Timeline:

The incentive request will be considered in public hearings which are likely to be held in May 2026.
