Title

A Resolution establishing a procedure for appointing a new councilmember following a vacancy on the City Council as provided by Section 3.7 of the Charter for the City of Lee's Summit, Missouri.

 

 

Body

On December 11, 2024 Councilmember Fred DeMoro resigned from the City Council thereby creating a vacancy.  The City Charter, section 3.7(c), states that the remaining Councilmembers are to appoint a new Councilmember who is to serve until the next regular municipal election for which the proper process and notice can be provided.  However, the Charter does not provide detailed guidance related to the exact process to be followed for filling such a vacancy. In the past, the City Council has determined a process at the time of the vacancy and no formal rule presently exists.  The City Council Rules Committee met and created a recommended process for your consideration.  This process would apply just to this vacancy and is attached.

 

This resolution sets out the process that the City Council will follow to fill this vacancy including the application process, vetting process and ultimately the proper procedure for the vote to appoint a new Councilmember.
