Issue/Request:
On September 1, 2026, the City Council provided direction to proceed with an update to the Economic Development Incentive Policy. The review process includes the creation of a Stakeholder Working Group and a Community Advisory Board to assist with the policy update as outlined in the Staff memo presented at the September 1, 2026 City Council meeting. The attached resolution establishes the Stakeholder Working Group and Community Advisory Boards and their memberships for City Council consideration.
Proposed City Council Motion:
I move for adoption of A Resolution appointing members to the Economic Development Incentive Policy Stakeholder Working Group and Community Advisory Boards to inform recommendations for policy updates for consideration by the City Council.
Background:
On February 19,2015 the City Council adopted Ordinance 7588 creating the Economic Development Incentive Policy for the City of Lee's Summit, Missouri.
On October 1, 2015 the City Council amended the policy by adoption of Ordinance 7725
On January 4, 2018 the City Council amended the policy by adoption of Ordinance 8322
On January 14, 2020 the City Council amended the policy by adoption of Ordinance 8801
On April 26, 2022 the City Council amended the policy by adoption of Ordinance 9408
On August 8, 2023 the City Council amended the policy by adoption of Ordinance 9723
On August 12, 2026 at the Community and Economic Development Committee (CEDC), a presentation and discussion regarding the review and update of the EDIP was provided. The CEDC provided feedback and requested the review process be brought forward to the City Council as whole for discussion.
On September 1, 2026 the review process was presented to the City Council.
