Public Hearing: Application #PL2024-082 - Vacation of Right-of-Way - Downtown Market Plaza, 200 SE Johnson Street; City of Lee's Summit, applicant.

Issue/Request:

The subject site is currently under development as the Green Street project (formally know as The Downtown Market Plaza).  Once completed it will be the home of the Green Street Market, a 17,271 sq. ft. four-season farmers market, the Lawn at Green Street, a covered outdoor performance area, and The Grove at Green Street, a streetscaped pavilion.  There will also be additional pad sites for a hotel, restaurant and multi-family residential. As part of the project a portion of SE Green St and the full unnamed ally have been removed permanently. The existing rights-of-way are now no longer needed therefore the City is requesting approval of this vacation.

Recommendation

Recommendation: With the conditions of approval below and as outlined in the staff letter, the application meets the requirements of the UDO and Design and Construction Manual (DCM).

 

1.                     The ordinance approving the vacation of right-of-way shall be recorded with the Jackson County Recorder of Deeds Office and a copy of the recorded document shall be returned to the Development Services Department.

Committee Recommendation: On a motion by Mr. Trafton, seconded by Vice Chair Arth, the Planning Commission unanimously voted on September 12, 2024, to recommend approval of Application #PL2024-082 - Vacation of Right-of-Way - Downtown Market Plaza, 200 SE Johnson Street; City of Lee's Summit, applicant.
