Issue/Request:
An Ordinance approving the dual award of RFP No. 2025-021, to purchase Underground Locating Services on an as-needed basis for a one-year term with up to four, one-year renewals to Gridhawk, LLC, and Integrity Locating Services, LLC, and authorizing the City Manager to execute the same for the City.
Key Issues:
-The current contract for Underground Locating Services expired at the end of April 2025, and was established with both of these service providers, Gridhawk, LLC, and Integrity Locating Services, LLC.
The City spent the following amounts under these contracts during the last two years:
USIC (Group A Tickets) - This includes Water, Sewer, and, Storm Water locate tickets
FY24 $258,485
FY25 $241,276 (year to date)
Integrity (Group B Tickets) - This includes Fiber, Street Lights, and Traffic Signals locate tickets
FY24 $57,216
FY25 $64,164 (year to date)
-The City has a need to have vendors on contract for Underground Locating Services to locate utilities; natural gas, electrical, water, sewer, wastewater, data, and fiber optic, for scheduled and emergency repairs and maintenance to the City's infrastructure.
-The primary user departments are Public Works, Water Utilities, and Information Technology Services

Proposed City Council Motion:
FIRST MOTION; I move for a second reading of an ordinance approving the dual award of RFP No. 2025-021, to purchase Underground Locating Services on an as-needed basis for a one-year term with up to four, one-year renewals to Gridhawk, LLC and Integrity Locating Services, LLC, and authorizing the City Manager to execute the same for the City.
