A Hazardous Materials Permit for the Costco Fuel Station, 20 SE Oldham Parkway

Issue/Request:

 

Core States Group, on behalf of Costco Wholesale Corporation (Costco), submitted a Hazardous Materials Permit application to store and operate a fuel dispensing facility at 20 SE Oldham Parkway. The application included information for three 40,000-gallon underground gasoline storage tanks, a 1,500-gallon underground tank for fuel additives, LubriZOl Safety Data Sheet (SDS), and a site plan. Detailed information about the underground storage tanks and appurtenances was reviewed and approved during the building permit plan review process.

 

Under the EPA's EPCRA (Emergency Planning and Community Right-to-Know Act of 1986) regulations, the reporting threshold for gasoline at a retail gas station is 75,000 gallons (all grades combined). This threshold applies only if all fuel is stored in underground tanks and the facility complies with all Underground Storage Tank (UST) regulations.

 

The stored fuel exceeds the Threshold Planning Quantity (TPQ) for gasoline. According to City Ordinance No. 8537, Chapter 13, Article III, Amended Section 105.6.20 of the 2018 International Fire Code (IFC), a permit is required and a Hazardous Materials Permit application must be presented to the Public Safety Advisory Board and City Council for approval, as required by amended IFC Section 5001.5.

 

The Fire Department has reviewed the application and verified that it meets all requirements of the Fire Code and the Missouri Department of Natural Resources

On July 24, 2026, the Public Safety Advisory Board voted unanimously to recommend approval of the Hazardous Material Permit for the Costco Fuel Station located at 20 SE Oldham Parkway.
